Roland talks with Russlynn H. Ali, Assistant Secretary for Civil Rights. Ali states that the Office of Civil Rights works to ensure that children are free from discrimination. The OCR looks at access and career ready curriculum, how students are disciplined and if discrimination is present, the OCR wants to know why and will look to remedy it. Ali also discusses how the OCR handles school closings and states that there are reasons for closing some of the lower performing schools.

The Office of Civil Rights has jurisdiction over schools, colleges, and universities that receive federal funds.

    I think discipline is best left up to the parents and while they may have issues concerning their behavior at school, it's still the parental responsibility for discipline. When I was in school it was a customary thing to get paddled in the principle's office, but more politically correct times have changed those ways. It's inappropriate in my belief to have corporal punishment in schools still. There are far better avenues of discipline that schools can use to handle problematic and disruptive children if the parents are seemingly absent from their child's discipline. I've heard of schools going so far as to expel problem children who's parents were not involved with correcting disruptive behavior.
