In January, Education Secretary Arne Duncan explained that Hurricane Katrina was “the best thing to happen to the education system New Orleans.” Roland Martin and the Washington Watch education panel assess Sec. Duncan’s comments and just how bad the New Orleans education system was prior to Hurricane Katrina.
